Managing User Permissions

User permissions (timesheet_option, schedule_option, job_option, report_option, who_working_option, view_only_assigned_jobs) can now be set when creating or updating a user, for any role.
Permissions you leave out take the role's default, an update changes only the ones sent, and user responses now include them.
